message never reached the mailinglist. sigh. TLDR; disabling "Sign Up"
was a mistake, you need it to create an account to tweak your
mailinglist settings. It works now and for now it doesn't seem to cause
the problems I assumed it would.]

Yes.
Log in to the lists.gnu.tools web page, then click on your username
on
the upper right.
Select "Mailman settings", and then go into the various preferences

change the delivery mode from "Regular" to one of the digest options.
Except that only works if you have an "account". Which you couldn't
create because the "Sign Up" page was disabled. I have enabled it
again, but might have to disable it again if it creates too many spam
accounts.
So with mailman3 you have to create an account which is then
associated with the email address that you used to subscribe to the
mailinglist. After you have created an account for your email address,
you can login with it on the lists.gnu.tools site and do as Leo
describes.
Apologies this is so different from mailman2 and sorry for thinking I
could just disable the account creation. Apparently you cannot really
configure everything just through sending to the mailman email
interface :{
