To a large extent we can run our services on FOSS.
In practice Gitlab is usable service even if given a "C" grade on a
recent evaluation.
That is something we could work with Gitlab on.
My expectation at this point is that GNU packages will find homes for
themselves in places that meet their needs.
A single hosting repository is not needed.
