For this statement I find it acceptable because it clarifies what was
published earlier, but the same situation would probably not be so good for
statements that are bolder.
I can’t say I’d like to have a more formal process, but I would very much
like to know for sure that the silent members of the assembly are consenting
to the publication.

Speaking for myself, I'm already very busy with Guix and I'm finding it
hard to participate in the Assembly as much as I'd like. I am reading
the messages on this list and giving my opinion when I think it's
valuable or missing.
It's easier to review patches and fix bugs than to write statements and
consider how to bootstrap governance.
